HPT/VHPC was the Consortium Manager of the entire installation work. The other party installed the generators exciters and the main transformers. The contract of HPT/VHPC was on lump sum basis with escalation except for areas where drawings were not finalized and amount not quantified, such as cables, conduit, piping, trays, illumination, metal works, supports, and the like. Those works not quantified were on fixed unit rate price with escalation. Construction management was of key importance to carry out the contract work. Experienced construction manager was assigned to the project with full responsibility and authority to manage the financial aspect, quality of work schedule.  As the labor force was directly hired out from the union hall labor relations and payroll handling was one of the major functions of the organization. At the peak, more than 600 persons were on the HPT/VHPC payroll.
